Over 4,600 notices by fire brigade to owners, 10 FIRs registered, 0 convictions

Despite 4,647 notices served by the Mumbai Fire Brigade to owners and occupiers of buildings for lapses in fire safety arrangement, there has been prosecution in only ten cases. Interestingly, there is no conviction in a single case so far.

The city fire department had carried out inspection as per the provisions of the Maharashtra Fire Prevention & Life Safety Measures Act, 2006 and slammed notices to 4,647 buildings during January 2015 and November 2017 of which 4,637 were let go after the removal of deficiencies and improvement in the fire safety machinery.

It must be mentioned here that there are around two lakh buildings in the city of which well over 22,000 are high rises. Divisional Fire Officer Ravindra Ambulgekar told DNA, "The lapses were relating to lack of installation of extinguishers, sand bucket and hose reel, closure of sprinklers and wet risers. Besides, the detection area was closed.''

Another officer informed that the department personnel did not cite major flaws such as corrosion of wet risers and fire hydrants and non-functioning of sprinklers and detection systems.

Further, the officer admitted that there was no disconnection of water or electricity supply of these 10 buildings. He however, admitted that the prosecution rate is quite low but was silent on zero conviction.

When contacted the former state Fire Adviser and Director of Maharashtra Fire Directorate MV Deshmukh insisted that the focus of the fire department should be more on to effective prosecution and conviction which will prove deterrent to defaulters.
