Parents not alone in battle against private schools

With the academic year set to begin, parents are up in arms as schools have not just announced fee hikes, but are also charging thousands of rupees under heads like 'miscellaneous fees' or 're-admission fees' without their consent, giving them just a few days to pay up.

As per the Maharashtra Fee Regulation Act, 2011 schools can only increase their annual fees by a maximum of 15 per cent every two years. The decision to hike fees has to be approved in the Parent Teacher Association (PTA) body formed at the school level.

The PTA forms an integral part in the whole process as the school has to take the body's consent before taking any major decision. A large section of parents usually 'want to stay away' from the PTA, giving schools an opportunity to appoint members favourable to them. Most parents are scared about what would happen to their child if they complain, and end up succumbing to the pressure. In most cases, only a handful of parents consistently raise their voice, which is brushed away by school managements citing 'majority consent'.

It is due to this inaction and apathy that schools get a handle to interpret the law to their own benefit. Parents should understand that they are not alone in their battle against private schools. Bodies like the District Fee Regulation Committee and the Child Rights Protection Office at each state can help hear their case and issue notices to schools for failing to abide by the laws.

Justice might not come instantly, but greater involvement in your PTA and questioning arbitrary fee hikes could inspire thousands of other parents near you.
