Only 62 children were given admission in city schools in the second round of the Right to Education process under the 25% quota from the total of 1,500 who were allotted schools in the lottery. For the rest, the BMC education department has said, the schools won't be forced to accommodate the kids, nor will any action be taken on them if they don't. The reason given for this is that no parent has come forward with a complaint against any school.

Though the civic body started its RTE admission process last February, it got dragged to this year. The BMC education department could not hold the second round last year due to the confusion created by state education department's circular on the entry level for admission — Std I, not pre-primary. The matter went to the Bombay High Court and the state education department had to cancel the circular.

All of this led to the second round taking place this January. However, most schools refused to take students on the ground that only two months were left for 2015-16 academic year to get over. The BMC education department tried its best to pressure schools, but it didn't help. Also, the unaided schools forum wrote to chief minister Devendra Fadnavis on how the department officials were harassing the schools by sending them threat letters of de-recognising their institutions.

A senior BMC education department official said, "In the second round, 62 children got admission. For the remaining, we won't force schools as only two months are left... Moreover, parents of these children have not approached us or complained to us against any school for not giving admission."
