Refuting claims of there being exams till standard VIII, Vinod Tawde, minister for education, sports and culture on Thursday announced that the state government would conduct three tests each academic year till std VIII.

MLCs Husnabano Khalife and Sudhir Tambe questioned whether the policy of not conducting examinations till std VIII had resulted in a deteriorating standard of education in the state. The issue was raised during the question hour in the legislative council.

Tawde responded that the Right to Education (RTE) Act nowhere states that students ought to be promoted without conducting any examinations.

Tawde made it clear that a few schools have interpreted the RTE in that way, and are not conducting examinations. The RTE has clearly stated that once the examination is conducted, no student can be kept in the same grade. He also asserted that if a student fails an exam, s/he can be given another chance by conducting a re-exam.

The minister said that for improving the quality of education through out the state, the government would introduce three examinations throughout the year. He informed that his department was of the view that the assessment of these three tests would be done by an independent organisation.

The first test will be conducted at the beginning of the year, while the other two will be held at the end of each semester. Tawde said that it would provide scope for testing the school quality, rather than that of the students or the teachers.

He said that the government would provide appropriate guidance for the schools after these tests, to improve their quality. This, he said, would help to improve the quality of the overall education in schools, as well as the quality of students in the state.

Additionally, the government will send a circular mentioning that RTE does not mean doing away of examinations, to every school.
