NOCs for new buildings to get easier as civic body eases process

As part of the Ease of Doing (EOD) business, the Brihanmumbai Municipal Corporation (BMC) has decided to bring down the number of procedures for issuing no objection certificates (NOC) for the construction of a new building. Now, there will be a joint visit of water, sewer, traffic and sewerage departments to the construction site to verify that civic works are being carried out as per norms. The civic body will also issue a date online for a joint visit so that developers don't have to visit the BMC office unnecessarily.

The step is believed to bring down the number of days needed to get a NOC from 60 days to two weeks. Earlier, the developers had to procure separate NOCs from all these four departments and upload to the website to get NOCs to begin the work.

Sanjay Darade, chief engineer of BMC's Building Proposal Department said the move will speed up the process of getting approvals for construction works in the city. "Under the new system, the developers will save at least one month in getting NOC," said Darade.

The same has already been started in Delhi, and will now be implemented in Mumbai. The BMC has been taking a number of measures to improve the overall raking of India in ease of doing business. The World Bank report, covering the period from June 2, 2016 to June 1, 2017, ranked India top among South Asian nations in the ease of doing business. India has improved in nine out of 10 categories among countries falling under the lower middle income group. However, the World Bank in its report indicated that India lagged in areas such as dealing with construction permits, starting a business and enforcing contracts.
