No more free houses in SRA projects: Maharashtra government

Slum dwellers will have to pay cost of flats if they want to be included in the scheme, says a govt notification

The Maharashtra government on Friday issued a notification saying that there will be no more free houses allotted to unauthorised slum dwellers under the Slum Rehabilitation Scheme (SRA).

The slum dwellers will have to pay the cost of the houses if they want to be the part of the rehabilitation project schemes, the notification stated. According to the notification, the illegal hutment dwellers who were notified before the year 2000 will continue to get houses for free but those who were notified after 2000 and before 2011 will have to bear the cost of the tenements in the SRA projects.

"The tenement cost will be fixed by the CEO of SRA on the basis of three main parameters - the cost of construction, the administration cost and the infrastructure development cost. The cost of the tenement will be different at different locations," the notification said. DNA is in possession of a copy of this notification.

It further reads that the CEO of SRA will decide the primary cost of the tenement before the commencement of rehabilitation projects. "This cost will be announced and informed to the eligible slum dwellers. The slum dwellers will have to pay the cost within three months. They will be given an extension of three more months. If they fail to pay even after the extension period is over, they will be disqualified from getting the tenement at cost in the redeveloped projects. His/her name will be removed from the eligible slum dwellers list," the notification said.

It also said that after completing the project and obtaining an occupation certificate (OC), the project and the tenement cost will be revised. "If there is a difference in the primary cost estimation and the final cost, then the SRA has holds the right to recover the difference in amount from the slum dwellers."

This amended SRA policy will be applicable in Mumbai, Thane and Pimpri-Chinchwad regions. Other government local bodies and corporations will also be able to implement this policy if they undertake any such SRA projects in their respective areas.

When contacted, SRA CEO Deepak Kapoor said, "The slum dwellers between 2000 to 2011 will get the tenement at a cost. Under the Prime Minister Awas Yojana, these dwellers will also get subsidies to the tune of Rs 2.50 lakh for their first house," Kapoor said.

He further added that they will soon conduct a survey to get details of number of projects which are likely to start. "This policy is very crucial because more than 51 per cent of the Mumbai Metropolitan Region falls under the slum area. So, we will see more slum redevelopment projects and more houses," Kapoor added.

Sources in SRA said that while developing the SRA projects, some of the slum dwellers, who are not eligible as per the government's cut off date, resist while moving out from their respective slums. "This was blocking many SRA projects. So, we came up with this tenement at cost policy for all post 2000 slum dwellers. Now, the SRA projects will be undertaken smoothly," the source added.
