NMMC's waste collection proposal is perfect

An end to Navi Mumbaikars’ garbage woes seems to be in sight. The state government’s law department has deemed NMMC’s proposal for garbage collection and transportation as ‘perfect’, and observed that it would be ‘unconstitutional’ to cut the salaries of contract workers of this department.

According to sources at Mantralaya, the state’s urban development department (UD) had forwarded NMMC’s proposal for a legal opinion to the law and judiciary department that the latter sent in their opinion to the UD around 15-20 days ago.

Garbage collection in the city has been lying paralysed for over a year now, after the rate proposal of Rs1,504 per metric tonne for seven years of garbage collection passed by the general body in last September was challenged by the city Congress unit. The latter approached the chief minister and sought an inquiry into the matter.

According to the Congress, the rate being offered was too high, and the leaders suggested changes to this proposal.

The state then constituted an inquiry, headed by additional municipal commissioner of Brihanmumbai Municipal Corporation (BMC) Mohan Adtani, that suggested giving minimum wages to workers of this department and observed that the rate offered by NMMC was way above the other municipal corporations in the area.

Accordingly, the administration worked out a rate of Rs1,233 per metric tonne and introduced the proposal during the general body meeting in August.

However, the ruling NCP rejected this rate proposal under the pretext that NMMC had adopted the policy of equal pay for equal work. The proposal was later sent to UD, which referred it to the law department.

Ever since NMMC terminated the contract of M/S Antony Waste Handling for the latter’s inept services last August, it has been struggling with the task of clearing garbage on a daily basis. In fact, in some areas, the waste is being carried in open trucks instead of garbage compactors.
