New policy soon to fine builders of illegal structures

Announcing that his government would introduce a comprehensive policy to bring builders and developers who construct unauthorised structures to task by imposing a fine on them, chief minister Devendra Fadnavis said on Thursday that his government has built 1.31 lakh houses through various schemes after coming to power.

Giving a reply on a thanks-giving motion on the Governor's address in the state assembly, Fadnavis pointed out that Sitaram Kunte's committee on unauthorised constructions was appointed by former chief minister Prithviraj Chavan. He said that when it comes to taking any decision, the previous Congress-NCP government had failed and thus the onus for taking the decisions has fallen on his government.

Fadnavis said that the same happened in the case of unauthorised constructions and since it is not feasible to bring down all such illegal constructions, the government would regularise a few and would bring down the ones that were built in gross violation of the law. He said that to prevent unauthorised constructions from coming up in the state, the government would bring a comprehensive policy. He added that when such constructions are brought down, the builder or developer does not feel the pinch since, in most of the cases, the flat owners who stay in such buildings are at the receiving end and the builder generally leaves the scene after minting money by selling flats.

Fadnavis said that his government would impose a fine on such builders and developers in case of unauthorised constructions.

The chief minister informed that the new policy would provide a 48-hour notice for such constructions to be razed and in case such a building is built again, it would have to be razed with a notice of just 24 hours, with a criminal case also being filed against the offenders. He said that a provision of capturing satellite imagery of such constructions and sealing the spot would also be there in the new policy.

Chief minister Devendra Fadnavis said the lottery for Mhada and MMRDA houses would be drawn in April 2016 and June 2016 respectively. Fadnavis said that after holding a meeting in the next 15 days, the government would announce the final decision on the pending issue of housing for mill workers.
