Birendra Singh, Shitap's neighbour had complained to local BMC ward officer two years ago when Shitap was carrying out illegal construction in his flat on the first floor of the building.

Sunil Shitap, who is allegedly responsible for the death of 17 people due to unauthorised construction, had earlier carried out illegal repairs in the same society, and a resident had complained about it.
Birendra Singh, Shitap's neighbour had complained to local BMC ward officer two years ago when Shitap was carrying out illegal construction in his flat on the first floor of the building. He was threatened by Shitap's accomplice and was also manhandled by him for approaching the BMC ward officer.
Shitap occupied the ground floor where he set up nursing home and used the first floor flat as an office. Singh claimed that, "Two years ago, Shitap carried out illegal construction by breaking walls." He changed the structure of the flat for his office. I requested him not to but he did not pay heed to my request. I then approached local BMC officer and complained him about Shitap when he had threatened me and his one accomplice who was with him in the flat had manhandled me," Singh said.
