Navi Mumbai airport gets union aviation ministry's nod to start RFP stage of bidding

The Navi Mumbai International Airport (NMIA) project has received clearance from the union ministry of civil aviation (MoCA) for request for proposal (RFP) bidding. Now, the City and Industrial Development Corporation (Cidco), which holds 26% in the airport project, can start pre-development work.

Cidco had received nine request for qualifications (RFQs) and, in June 2015, it had shortlisted four companies and consortia: GMR Delhi, GVK-led Mumbai International Airport, Zurich airport with Hiranandani Developers, and MIA Infrastructure of France, along with Tata Realty.

The meeting was held on December 30, 2015, in Delhi, where the MoCA reviewed the draft bid stage documents for NMIA, comprising the RFP and the concession agreement (CA). "MoCA accorded green signal to commence the RFP stage of the international competitive bidding process to select a JV partner for the development of the Greenfield airport at Navi Mumbai," said Dr Mohan Ninawe, senior public relation officer of Cidco.

During the meeting, Cidco officials made a detailed presentation on various clauses of all project agreements, covering RFP, CA, Shareholders Agreement, state support agreements, CNS-ATM Agreement with the AAI, and land development agreements among others.

Details regarding the status of land acquisition, airport connectivity, and airport land development works were also provided by Cidco at the meeting. It was also decided that the AAI would have the option of taking equity share of up to 5% in the NMIA special purpose vehicle and that the tariffs at NMIA would be calculated on the basis of 30% shared till.

Other important issues covered in the meeting were requirement of land for defence purposes in the airport, and number of tenements required for staff housing for the providers of reserved/sovereign services at the airport such as air navigation services, customs, immigration and meteorology.

The Centre will support the project by way of an MoU it will enter into with the concessionaire. "MoCA emphasised that the timely implementation of the project of national importance was critical in light of the growth in air traffic and the ever-increasing congestion at Mumbai airport both on air and landside," said Ninawe.

Soon, the documents will be finalised, incorporating observations of MoCA, and will be issued to prequalified applicants to commence the second stage of bidding. "It is expected that selected concessionaire will be in place by mid-2016 and the first flight from the Navi Mumbai airport will take off by the last quarter of 2019, thus commencing phase 1 of operations," added Ninawe.
