In an age when passport can be delivered at your doorsteps within a fortnight of applying for it, the Regional Transport Office (RTO) expects you to wait for four months just to get a learner's licence. And yes, if you want this process to be expedited, you will have to grease the palms of the officers. This can be handled by your motor training school.

"Last month, I registered myself with a motor training school on MG Road in Kandivli (West) to learn to drive a four-wheeler. I had a dream to possess that prestigious licence and take charge at the steering wheel. But my excitement was short-lived. I was given an appointment date after four months on January 1, 2016 for the learner's licence. I was told since the process has gone online things were getting delayed. However, when I argued that that could not be possible as the online system was meant to ease out the process, I was given an option. A person from the driving school said "If you want a learner's licence within three days, you will have to pay Rs 2,000 extra."

"I was suppose to pay the fees to my training school four months in advance even though I would start learning in January. To feed my curiosity and to understand the process, I paid that amount over and above my fees. When I did not get the call until the third day, I checked with the school and I was told "There is some problem with the officer handling your work. You will have to wait patiently. You will get your licence," said the same person. "I was then given a week's time. Then another three days. Later, another week. Now, it has been more than three weeks and still (as on Sunday) I am getting the same answer.
