As per figures provided under RTI and Brihanmumbai Municipal Corporation (BMC), the city has witnessed 356 deaths due to drowning in the last six years. These include drowning in sea, nullahs, river, well, creek, trenches and open manholes.

Death due to drowning also accounted for nearly 35% of the total deaths registered with the BMC in the last six years. The information was provided to RTI applicant Shakeel Shaikh and some data was procured from the BMC. As per the data, a total of 1,044 deaths took place due to various disasters. These include deaths related to trees, landslide, house collapse, fire, gas leak, oil fall, drowning and after getting trapped.

As per the data, the year 2017 saw most cases of drowning at 78. It is the same year gastroentrologist, Dr Deepak Amrapurkar lost his life after falling into an open manhole whose cover was removed by locals to ensure that water recedes faster.

In case of Singh, he fell into a gutter that was partially open. Shaikh said, "There need to be more accountability in such cases. Guilty officers should be punished and serious sections should be slapped on them."

Bhaskar Prabhu, former member, technical advisory committee of BMC said, "This happens every monsoon. There is no accountability on the part of administration on who is responsible for these deaths. The case gets registered under the section of accidental death and no one is held responsible. It should be a cognisable offence and the contractors that are responsible should be put behind bars. Even in case of death by electrocution, no one takes responsibility."

He further added, "Even after investigation no one is held accountable. Whether gutter or manhole, just the photod are taken before and after rains. No one knows where they are stored and this needs to be monitored."
