Mumbai Bridge Collapse: Major lapses in structural audit, auditor nabbed

Three days after Himalaya foot overbridge collapse, Neeraj Desai — the structural auditor who had conducted an audit of the bridge — has been arrested by the Azad Maidan police on Monday. He has been booked under relevant sections of the Indian Penal Code for culpable homicide not amounting to murder. Desai was arrested from his Sakinaka flat on Monday evening, where he was hiding to escape arrest.

According to police, Desai who holds a master's degree in structural engineering is also one of the three partners of Prof DD Desai's Associated Engineering Consultants and Analysts. It was revealed during the course of the investigation that Desai had submitted a misleading audit report despite being aware of the repercussions. Earlier he was booked under Section 304A (pertaining to causing death due to negligence) of IPC; now he has been booked under Section 304(2) (culpable homicide not amounting to murder), said Abhishek Trimukhe, Deputy Commissioner of Police (Zone 1).

"When his role was ascertained in the course of the investigation, on Sunday, the Brihanmumbai Municipal Corporation (BMC) had sent a notice at his residential address, where he was not present," said DCP Trimukhe. The police then learnt that Desai was hiding in a Sakinaka flat, from where he was arrested.

Till now, the police have recorded statements of Sanjay Darade, the Chief Engineer of Mumbai bridges, the eyewitnesses, injured victims and other BMC officials of the bridges department.

The police are trying to understand the functioning of bridges department to ascertain who was at fault, said DCP Trimukhe.
