Mumbai: BMC to debate proposals on cessed, non-cessed buildings

In Mumbai there are close to 14,000 cessed buildings and most of them are located in South Mumbai. While the number of non-cessed buildings are also expected to be in thousands.

Two proposals related to cessed and non-cessed buildings will be up for discussion in the house of Brihanmumbai Municipal Corporation (BMC) by this month end. While in one of the proposals, it wants a special cell to be commissioned by the BMC for obtaining all information at single place regarding construction, repairs current, state, etc for cessed and non cessed buildings and even chawls. The second proposal is that the policy of inclusive redevelopment should be chalked by inclusion of providing alternate housing to the tenants in the cessed and non-cessed old buildings that are under redevelopment. The first proposal put forth is BMC's Samadhan Sarvankar while the second is by Sadanand G Parab.

This comes after the recent Dongri building collapse which left both the BMC and MHADA playing blame games

Recently, when a building collapsed in Dongri area, south Mumbai for the initial few hours it wasn't known whether the building belonged to BMC or Maharashtra Housing Area and Development Authority (MHADA) or was it a private property, also there was a lot of confusion over whether the building was cessed or not. MHADA had first admitted later denied it was a cessed building, but later backtracked by saying that it wasn't its property.

Similarly, on the other hand a lot of buildings are undergoing redevelopment and in most cases if it is a cessed property MHADA provides transit accommodation so that when the building collapses or is declared dangerous. If a non-cessed building is in redevelopment then the developer carrying out the project provides either temporary accommodation pay or rent for the same. When we contacted Parab for further clarity he sought time to revert, while Sarvankar didn't respond to our messages or calls. The general body meeting is scheduled on August 29 which will be held at the BMC headquarters.
