After having been appointed as the Special Planning Authority (SPA) for areas adjoining the Mumbai-Pune Expressway, the Maharashtra State Road Development Corporation (MSRDC) has decided to rope in planners to chalk out development details of the 71 villages along the corridor.

According to Radheshyam Mopalwar, vice-chairman and managing director of MSRDC, the consultant is supposed to plan and develop a strategy for the land parcels as well as prepare a development plan for the 71 villages. "The project is a part of the MSRDC being appointed as SPA for areas two kilometre south-west from Mumbai-Pune Expressway and Mumbai-Pune Old Highway (NH-4)," said Mopalwar. Through the private consultant, the MSRDC would define land use and regulations for development of the areas along the Expressway.

In March, the state government notified MSRDC for Navi Mumbai Airport Influence Notified Area (NAINA) as well. Of the 71 villages being considered, 67 are in the Khalapur tehsil and rest 17 are in Panvel taluka. The MSRDC will look after the development of large tracts of land by acquiring plots from locals or villagers. The policy to acquire these plots is yet to be arrived at.

Back in 2008, the MSRDC had carried out a study through a private consultant regarding commercial exploitation of land parcels adjoining the Mumbai-Pune Expressway. The study had recommended amusement park, townships, educational institutions, agriculture research centre, food park, golf course, truck terminal, luxury villas, IT Special Economic Zone, weekend destinations, snow park, and so on could be created. The corporation had plans to develop a Formula 1 track as well, but that was later scrapped.

According to the report prepared by consultant Darashaw, 23 plots were identified along the stretch on the Expressway and the immediate plan was to commercially exploit nine of them.
