The Maharashtra State Road Development Corporation (MSRDC) will approach the state forest department to get a clearance to deforest approximately 2.99 hectares of mangrove land to construct the 9-km Bandra-Versova Sea Link (BVSL).

The MSRDC has already received environment clearance from the state environment department, and it aims to start constructing the sea link by mid-2018.

A senior MSRDC official, said, "We are currently seeking approval from the collector's office that will notify the land in our name, and after which we will approach the National Green Tribunal (NGT) along with the state forest department for the project."

The official, added, "We already have clearance for the project from state environment department, however, the expiry of the clearance from the union environment ministry is 2018, and we may have to apply there in case the construction does not start before 2018."

The MSRDC has shortlisted five companies to construct the (BVSL), which is a part of the coastal road being constructed by the Brihanmumbai Municipal Corporation (BMC). The BMC had to shelve the plan for a coastal road between Bandra and Versova due to a strong opposition from Juhu residents over a proposed tunnel road beneath the beach, which they claim, would destroy its beauty.

Motorists will have to pay a toll for 28 years from the year when the sea link is ready for public use. The 9.5-km sea link will be constructed at a cost of Rs 7,500 crore. To make the project financially viable the project's concession period would be for 28 years which means that the sea link will be tollable for 28 years.
