MMRDA budget puts focus back on Mumbai

As per a statement issued, the focus of the budget will be on the Mumbai Trans Harbour Link (MTHL) between Sewri and Nhava, metro rails, Mumbai Urban Transport Project-2, flyovers, creek bridges, phase 2 of the monorail project, improvement of Bandra Kurla Complex, etc.

Chief minister Devendra Fadnavis approved the Mumbai Metropolitan Region Development Authority's (MMRDA's) budget for the year 2016-17, pegged at Rs6,647.67 crore, on Monday. And as expected and reported by dna last week, MMRDA has shifted its focus back to projects well within the Greater Mumbai limits.

As per a statement issued, the focus of the budget will be on the Mumbai Trans Harbour Link (MTHL) between Sewri and Nhava, metro rails, Mumbai Urban Transport Project-2, flyovers, creek bridges, phase 2 of the monorail project, improvement of Bandra Kurla Complex, etc.

Interestingly, MMRDA had made a resolution during its authority meeting in October 2008 to focus on the Mumbai Metropolitan Region (MMR). Authority meetings are chaired by the chief minister. As per the resolution, barring the metro and monorail projects, MMRDA will not undertake any infrastructure projects, such as for roads and flyovers, within Mumbai's limits, focusing only on the development of MMR or regional infrastructure. But in the latest budget, the focus is least on MMR.

The latest budget has allocated Rs500 crore each for the Dahisar-DN Nagar and Andheri East-Dahisar East metro lines. While the underground Colaba-Bandra-Seepz line has bagged Rs1,000 crore, Rs46.25 crore has been earmarked for the Versova-Andheri-Ghatkopar metro line.

Rs1,000 crore has been earmarked for the ambitious and big-ticket MTHL project, construction for which is expected to commence during the financial year 2016-17. Meanwhile, the second phase of the Mumbai monorail between Wadala Depot and Jacob Circle stands to get Rs341.50 crore.

A budgetary allocation of Rs25 crore each has been approved for the proposed Dr Babasaheb Ambedkar Memorial and the development and protection of the Mithi river.

The Chheda Nagar Junction flyover project, too, is likely to be kicked off in the coming fiscal year, with Rs50 crore as the initial budget. Similarly, an outlay of Rs50 crore has been fixed for the widening and construction of Santacruz Chembur Link Road from CST Road, Kurla to Vakola Bridge on the Western Express Highway.

But for improving the road network in MMR, only a nominal sum of Rs41.97 crore is expected to be spent during the next one year.

For the ongoing financial year of 2015-16, MMRDA had a budget of Rs3,832.3 crore. Thus, the outlay in the year to come has almost been doubled, primarily due to focus being paid on the upgrade of infrastructure and transportation networks in Mumbai.
