MMRC floats bids for tunnel ventilation and air conditioning of Mumbai Metro III

Although the Mumbai Metro Rail Corporation (MMRC) is struggling to award bids for civil construction work for the entire underground Colaba-Bandra-Seepz Metro line, it has floated pre-qualification tenders for "tunnel ventilation and environmental control systems".

"All Japanese International Cooperation Agency (JICA) funded projects have pre-qualification bids procedure. This tender is for having the ventilation in the tunnels and air-conditioning at the stations (environmental control systems)," said an official.

There would also be systems in place, inside the tunnel, to ensure that same temperature is maintained, if there is fluctuation in mercury levels. "If the heat increase, the environmental control systems will bring it to the required level," added the official.

As per the timeline, the work order for ventilation and cooling is likely be awarded after eight to nine months, that is by December 2016 or January 2017.

Although, the MMRC official assured that the civil work would commence by then, but the fact remains that it has been struggling to award work and to commence the construction of all the 27 underground Metro stations and tunneling. As per the initial plans, it was to be awarded in September 2015, but due to cost variation of the civil work, there were rounds of negotiations and changes in design.

The last deadline to award the civil work bid was March after it had received nod from JICA for the same, but once again it was unable to achieve the task.

Due to delay in awarding the contract, it is also resulting in cost escalation of the project. According to a senior MMRC official, each day of delay is getting translated into a loss of Rs3 crore daily.

In December, MMRC had also floated bids to purchase and install rolling stock or Metro trains for the 33.5-km long Colaba-Bandra-Seepz Metro line. At the moment, the same is under process and will take a few more months to finalise and award bids.
