After a third extension by MHADA for the tender of redevelopment of BDD chawls in Worli, it opened the technical tender and found three bidders. The tender for redevelopment of some 122 chawls comprising of thousands of residents was to be opened on July 18 but was opened on July 28. Earlier, the last day for submission of e-bid was July 17. The same was extended to July 27. It appears that one of the consortia has a Chinese company in it. Chief Minister Devendra Fadnavis has claimed that Chinese companies will require security clearance.

The three consortia include Arabian Construction Company along with SAL Holdings and ACC India; Capital Infra Project along with Tata Project and Citic Constructions; and China Construction Engineering Corporation along with IL&FS.

Confirming the same, Subhash Lakhe, the chief officer of Mumbai Board said, "We opened the technical bid and three consortia came ahead. We had a global tender hence we have such foreign names. The China Construction Engineering Corporation does look like a Chinese company for now. We will evaluate and only those companies which go through the process set by us will have their financial bids opened."

When contacted, Fadnavis said, "Any foreign company can bid in any project in India. The government has allowed all foreign companies. But mostly in the case of Chinese companies we ask for security clearance."

This was the third time that MHADA came up with an extension for the redevelopment of BDD chawls and finally found bidders. Earlier two extensions were given but the reasons for the same weren't known.
