Mayor Snehal Ambekar asks BMC to issue stop work notices to all developers

Mayor Snehal Ambekar on Tuesday directed Brihanmumbai Municipal Corporation (BMC) to issue stop work notices to all developers of under-construction sites in the city to curb dengue menace.

The on-going constructions sites are often cited as potential breeding grounds for dengue mosquitoes. The municipal administration often complain that developers do not take due care to stop mosquito breeding.
Ambekar said she has already spoken to civic chief Sitaram Kunte in this regard.

"The dengue mosquito breeds in clean water during day and construction sites are vulnerable spots. The current weather too is congenial for mosquito breeding. Hence, I have asked the municipal commissioner to issue stop work notices to developers' associations in the city and instruct them to take corrective measures," Ambekar said.

When asked whether the BMC will push notices even when developers are likely to oppose the idea, Ambekar said the BMC will have to do so compulsorily in view of larger public interest. "It is the developers' responsibility to ensure their sites are foolproof. However, we often receive complaints that builders are not toeing the line. Hence, I have directed that notices be served. During this period, the developers can take corrective steps by way of ensuring cleanliness, carrying out fogging and other ways," the mayor said.

Ambekar, a Shiv Sena corporator from Lower Parel, also said stopping work at sites won't affect developers much from business point of view.

According to a rough estimate, seconded by a developers' body National Real Estate Development Council (NREDC), there are around 2,500 under constructions sites in the city.

Developers though feel the civic body must not issue notices to all developers based on assumptions. "We oppose the idea for it is impractical. We take utmost care at our sites as far as preventing dengue is concerned. It is not a good idea to issue stop work notices to all. This will affect business; will affect earnings of people dependent on the industry. We are not against the BMC taking action against those developers at fault," Sunil Mantri, president, NREDC.

When asked about her reported statement that it was due to the media reportage that has led to panic amongst public, the mayor said, "I am concerned about patients and that is why I have been fanning out city. But the media is giving wrong information as far as number of patients is concerned. Only number of patients admitted is being reported, but not those of discharged ones. Many stage one dengue patients are suffering mainly because they are shocked. When I visited Rajawadi hospital, three stage one patients were literally crying. Dengue can be controlled well during the initial stage. But it is the panic which is causing them trouble."
