Maratha quota bill gets Governor C Vidyasagar Rao nod

The state government is expected to issue a notification in regard to reservation today or by early next week

Governor C Vidyasagar Rao on Friday gave his consent for the Maharashtra State Reservation (of seats for admission in educational institutions in the state and for appointments in public services and posts under the state) for Socially and Educationally Backward Classes (SEBC) Act, 2018. The state legislature yesterday had unanimously passed the bill to provide 16% reservation to Maratha community in jobs and education. With this, the state's quota limit has increased to 68% from 52%. The government is expected to issue a notification in this regard on Saturday or early next week.

The Maratha community, which forms 30% of the state population, will be entitled to reservation benefits and advantages enshrined in the Articles 15(4) and 16(4) of the Constitution as the quota has been provided under the Socially and Educationally Backward Class (SEBC) category. In September 2014, the Congress-Nationalist Congress Party (NCP)-led state government had promulgated an ordinance for Maratha quota. However, it failed the legal test. In June 2017, the State Backward Class Commission (SBCC) was asked to study the social, financial and educational status of the Maratha community.

Maratha Kranti Morcha convenor Vinod Patil said that with the Governor's consent the Act has come into effect and the Maratha community will now be entitled to take benefit as per its provisions. "The ball is in the government's court. The government should now launch a fresh recruitment drive. Besides, the government should recruit the candidates who had already completed the necessary formalities way back in 2014,'' he added.

Meanwhile, Patil, today filed a caveat in the Bombay high court with a plea that he should be heard before giving any ruling on petition challenging the 16% Maratha quota in jobs and education.
