With more than 60% buildings in the Mumbai heading for redevelopment, the biggest hurdle faced by most developers is getting clearances, especially from the environment and civil aviation departments.

Many projects including housing societies, MHADA colonies, cessed buildings, buildings on collector land and SRA are pending with various departments, for months and even years, to get the final nod before the project is christened.

To add to the woes of developers, the high rise committee take at least two years to clear a single project, if the height of the building will be above 70 metres.

Mumbai being the coastal area, coastal regulations are applicable to all the new developments and upcoming constructions.
There are more than 20,000 buildings in the island city which are in a dilapidated state and needs urgent redevelopment. But the procedural delays hampers the very purpose of the scheme.

“If the existing building is already in the coastal regulatory zone, then the redeveloped building will also be on the same plot. Despite this, the coastal regulatory zone management authority will have separate set of rules for redevelopment. The clearance has to be sought at both the state and Centre level which further delays the project,” said Ramesh Prabhu, chairman, Maharashtra Societies Welfare Association.

Prabhu pointed out that the same delay happens when the civil aviation ministry takes time to clear a project if its height is above 70 metres. For developers, submitting proposals to the high rise committee is a nightmare. Instead of scrutinising other documents  and supporting the redevelopment quickly, the high rise committee’s verifications and hearings takes long.

“A consolidated framework of guidelines need to be followed for various types of redevelopment, rather than formulating different rules for different redevelopment projects. This will not only help the developers, but also add to the government revenue,” Prabhu added.
