Maharashtra scraps slum prevention programme in MMR in favour of affordable housing

The Urban Development Department has proposed modification in the Maharashtra Regional and Town Planning Act, 1966, for the same.

State's Slum Prevention Programme in the Mumbai Metropolitan Region (MMR) is finally being scrapped to make room for 'affordable housing'. The state has initiated the process to do away with rental housing projects in the MMR, which would have been made available for as low as Rs1,500 per month so that encroachments and slums do not mushroom in the region.

The Urban Development Department has proposed modification in the Maharashtra Regional and Town Planning Act, 1966, for the same.

As per the notice issued by the state government, "the Rental Housing Scheme shall be discontinued in the area of MMR and only Rental Housing Projects, in respect of which location clearance had been granted by MMRDA, on or before the date of publication of the Notification regarding this modification in the Official Gazette, shall be allowed to continue as such..."

Sources within the state government said suggestions and objections from the public will be called for a month, thereafter a formal notification will be issued. There is a likelihood that the Maharashtra Housing and Area Development Authority will get the housing stock for sale through its lottery system. Earlier, there was a plan to reserve 50% of the total housing stock for mill workers, leaving behind only the balance for the general public.

In all, there are 77,320 rental units from the 36 schemes in the MMR, some of which are under construction. The scheme took off in 2008 with an aim to curb growth of slums and provide better housing facilities to the lowest strata of the society.

Tenements of 160 sqft were developed by private developers in exchange for Floor Space Index (FSI). A total FSI of 4 had been given — FSI of 1 for the Rental Housing Scheme and 3 for free-sale component to the developer.
