To enhance its capabilities for investigating economic offences and cyber crimes, the state government will establish a 'cyber excellence centre' in Pune. To be set up by the Directorate of Forensic Science Laboratories (DFSL), this facility will collaborate with the software and financial services sector for investigations, research, training and analysis.

Senior home department officials said the DFSL had submitted the proposal to the state government.

"In cases of (crimes like) financial frauds, cheating, forgery and withdrawal from ATMs, the detection rate is high but the recovery rate is low. This will help us develop our own cybersecurity systems and the industry will also be able to chip in with research projects," said SP Yadav, former Director General of Police (DGP), Legal and Technical, during whose tenure the project was conceived.

He added that the DFSL needed to build its capacity to tackle economic offences and cyber crimes through induction of forensic chartered accountants and analytical software and tools. The facility has been proposed at Pune because of availability of land and presence of IT industry and experts. Industry stakeholders had come forth to offer hardware and software support.

"We will be able to optimise output and ensure better outcomes for investigating officers in cases of cheating and frauds," Yadav explained.

A home department official said the cyber excellence centre would help train officials from the police and law enforcement agencies on the basics of investigating cyber and financial crimes.

"We will train them in intricacies like evidence collection, use of software and ensuring that evidence stands the test in a court of law," he explained, adding that an estimated Rs 4 crore would be spent on the facility.

Apart from the police, courses can also be conducted for judicial officers and people-at-large.

PREPARE FOR FIGHT
