Maharashtra government to take strict action against babus using netas for plum postings

The practice of politicians meddling in transfers and postings of government employees may come to an end in the near future if a recent circular by the state is implemented in letter and spirit.

The government will initiate disciplinary action, including a departmental inquiry, against those employees who bring recommendation letters from politicians to get postings in departments of their choice, warns the missive.

"This is a good move by the state government. The new CM appears to be concerned about undue interference of politicians in postings and transfers," said an official, who did not want to be named.

The official said chief minister Devendra Fadnavis recently transferred several bureaucrats without succumbing to any pressure. "This is a clear indication that the malpractice will come to an end soon."

The state had in 2005 brought out a government resolution (GR) – an executive order – to ensure transparency in the process. As per rules, an employee can be shifted to another department or location only completing a fixed tenure of three years.

While the GR allows transfers before end of the stipulated period in genuine cases, where authorities are supposed to verify facts, it was never implemented. As a result, politicians influencing the decision became all-pervasive, thus breeding corruption.

Another senior bureaucrat said the GR was enough to curb this culture had it been implemented properly in the first place. "The need to come out with a fresh order wouldn't have arisen. The number of requests for transfers have drastically come down since the new CM has taken charge.

Also, the fear of action is proving to be a deterrent."
