Maharashtra government to come out with ordinance on sand mining in 2 months

The state government on Friday announced that it would be coming out with an ordinance on sand mining policy within two months. The information was given to the lower house by revenue minister Eknath Khadse during a discussion on rampant increase in illegal sand mining in recent times.

The issue was raised by Abu Asim Azmi, who wanted to know the number of people fined, action taken and if cases were filed against them for mining in Ahmednagar and Solapur districts.

Khadse told the assembly that during 2014-15, 70 cases, including 23 in Ahmednagar district, were registered and over Rs 15 lakh fine was imposed. In Raigad district, 20 instances of violation saw collection of Rs 4 lakh in penalty. In Solapur district, Rs 8.54 lakh fine was imposed and 10 cases were registered.

Members raised the issue of excavation at night and how excessive digging was causing decline in groundwater level, which was leading to water shortage in wells. Khadse said that cameras will be put up at vantage spots to keep an eye on sand mining and vehicles engaged in the trade will be fitted with GPRS. The policy will include all these factors, he said.

"We have already formed the policy and have sent it to the National Green Tribunal for further improvement and suggestions. We have put certain provisions like to what level sand excavation can be taken. We will also do digital mapping. We wanted to introduce it soon but since it is not possible now, we will come out with an ordinance within two month's time," said Khadse.

Some members wanted stringent laws but Khadse said that sections like robbery, dacoity and others were being slapped against people indulging in illegal sand mining.
