Maharashtra government sets up committee to reform MHADA's functioning

The state government has issued a notification in this regard on June 30. The committee has been asked to submit its report in six months.

In a bid to introduce administrative, financial and legal reforms to improve the functioning of Maharashtra Housing & Area Development Authority (MHADA), the state government has appointed a one-member committee chaired by former Chief Secretary Johny Joseph to suggest a roadmap in this regard. The state government has issued a notification in this regard on June 30. The committee has been asked to submit its report in six months.

The government's move comes barely a month after the MHADA has been appointed as planning authority to expedite low cost and affordable housing in Maharashtra under the Prime Minister Awas Yojana (PMAY). The government has planned to construct 19 lakh such homes by 2022.

State housing secretary Sanjaykumar told DNA, "Improvement is a continuous process. The committee has been formed to suggest administrative or financial reforms, or other changes needed to make MHADA's functioning effective. Besides, the committee will also suggest linkages required to further speed up construction of affordable homes in the state."

MHADA is now solely responsible for providing the amenities while developing the 114 layouts spread across areas such as Bandra, Dahisar, Goregaon, Kalachowki, Malad, and Santacruz. It will provide a single window clearance system to fast-track development.

Further, the committee will also look into the issue of illegal residents currently residing in transit camps and suggest steps to curb illegal stay. The MHADA has built a total of 56 transit camps in the city that collectively account for 21,135 tenements. Recently, the state government has dropped the plan to legitimise occupation of nearly 8,500 families residing illegally in transit shelters constructed by MHADA in Mumbai following adverse opinion from the state law and judiciary department.

This apart, the committee will suggest steps to expedite reconstruction of aging chawls. MHADA's Mumbai Repairs and Reconstruction Board (MRRB) propose to redevelop 66 buildings developed three decades ago under Prime Minister's Grant Programme (PMGP). These buildings are in a dilapidated stage and are situated in south and south-central Mumbai.
