Maharashtra government panel finds IPS officer Sanjay Pandey fit for promotion

IPS officer Sanjay Pandey, who has been fighting a long court battle for his promotion, has finally been found "fit for promotion" to the rank of additional director general of police (ADGP) by a review screening committee (RSC) of the state government. Though Pandey completed his 25 years of service in 2013, which is a requirement for promotion, the departmental promotion committee in 2014 surprisingly referred his case to the Law & Judiciary Department (L&JD) to ascertain his tenure in service.

IPS officer Sanjay Pandey, who has been fighting a long court battle for his promotion, has finally been found "fit for promotion" to the rank of additional director general of police (ADGP) by a review screening committee (RSC) of the state government. Though Pandey completed his 25 years of service in 2013, which is a requirement for promotion, the departmental promotion committee in 2014 surprisingly referred his case to the Law & Judiciary Department (L&JD) to ascertain his tenure in service.

The RSC meeting was chaired by chief secretary Swadheen Kshatriya and members additional chief secretary (home) KP Bakshi and director general of police Sanjeev Dayal on February 5.

As per a senior police officer, Centre's amended promotional guidelines prescribed that IPS officers who have put in 25 years of service are eligible to be considered for promotion to post in the grade of ADGP.

Government sources said Pandey's matter was placed before a screening committee (SC), which, in its meeting on February 15, 2014, found Pandey, a 1986 batch IPS officer, unfit for promotion to the rank of ADGP as he had been promoted to special inspector general of police.

"The SC said if he was considered for promotion without serving in his rank, he would be directly promoted to ADGP. Hence, it recommended that the matter be referred to L&JD and General Administration Department (GAD).

As per GAD's opinion, a reference was made to the ministry of home affairs in August 2014 to ascertain if Pandey could immediately be considered for the post of ADGP," said a home department official.

The ministry, last December, opined that Pandey appears to be entitled for consideration.

"Considering the reply from the ministry, Pandey's proposal was kept before the RSC meeting on February 5...," the official said.
