The delay in the implementation of the 7th Pay Commission report and the state secretariat union's call for agitation has set the cat among the pigeons for the BJP-led government in Maharashtra. Now in a bid to keep its more than 7,500 employees at Mantralaya in good humour, the government has launched an award scheme for best performers. The award scheme titled 'Mukhyamantri Sukarmi Puraskar Yojana' will be implemented from the current fiscal.

The state government on Monday issued notification in this regard.

The state general administration department officer told DNA, "The award scheme aims to raise the morale of employees and encourage them to discharge their duties with full efficiency. These awards will be given at the department level, cadre level, Mantralaya Bhushan and special award to the department for best performance. These awards this year will be given on August 15 and from next year on April 21, which is celebrated as a civil service day."

A six member committee chaired by the joint secretary in the general administration department has been formed to decide the selection criteria. "It is mandatory for all departments to cooperate with the committee, failing which disciplinary action will be taken against the concerned departments," the officer said.

An officer, associated with the state secretariat union, said that the timing of the announcement of award scheme is crucial especially when the government is only reiterating its resolve to implement the 7th Pay Commission with effect from January 2016. "The government awaits submission of report by former bureaucrat KP Bakshi. However, the government is struggling to mobilise funds, especially after the implementation of crop waiver scheme and cut in budgetary spending," he noted.

Maharashtra Mantralaya Officers' Association president Ramchandra Dhanawade welcomed the announcement of award scheme, saying that it will help employees to improve efficiency. "However, the Association will continue to pursue its demands for an early implementation of the 7th Pay Commission Report, introduction of five day week, increase retirement age to 60 from the present level of 58 and provide two-year childcare leave to woman employees," he added.
