Maharashtra allots FSI of 5 for BDD chawl redevelopment

The Maharashtra government has decided to allot the floor-space index (FSI) of 5 for redevelopment of the century-old Bombay District Development Trust (BDD) chawls, spread over 93 acres in different parts of the city.

According to the minister for state housing, Ravindra Waikar, the government has decided to appoint the Maharashtra Housing and Development Authority (MHADA) as the nodal agency for the project. "There will be separate development control rules and we will float a global tender. Then, we will appoint contractors for construction. We want to develop these areas in the stipulated time. We are working out on the size of the rehabilitated apartments and use of FSI," said Waikar.

A senior government official, who is a part of this project, told dna that the government has decided to allot an FSI of 5. "For cluster redevelopment, we are giving the FSI of 4. So for BDD, we decided to give the FSI of 5. We have to accommodate adjoining shops, schools and other establishments. Besides, the size of houses of the existing inhabitants will be bigger than the existing one. We are planning to offer 500sqft against the existing 160sqft. We are hoping that this offer will be accepted by the existing inhabitants," the official said, requesting anonymity.

At the same time, MHADA has shortlisted 13 architects and designers, of whom three will be selected to prepare the design for redevelopment 207 BDD chawls. The Maharashtra state housing department had recently issued a circular (copy with dna) setting up an 11-member committee under the chairmanship of state chief secretary Swadhin Kshatriya. The committee will monitor the project.

"Besides rehabilitating the people, the committee will also decide how many houses should be constructed for the middle-income group, lower-income group and weaker sections. Some portions of the land in BDD are owned by the Central government, so we have to seek their permissions. The panel will also decide and fix the eligibility criteria for the existing residents. The profit and additional constructed space will be shared by the government and MHADA at the ratio of 70:30," stated the circular, adding that the existing religious and prayer places will be also be rehabilitated as per the government policy.
