Maha govt admits inmate Shetye died due to assault

On the fifth day of the ongoing monsoon session of the state assembly, the state government admitted that Byculla inmate Manjula Shetye died of assault. Minister of state for Home Dr Ranjit Patil informed the House that the medical officer, who submitted Shetye's medical report which stated that she did not die due to physical torture, will be suspended soon.

In a fresh revelation, a Congress legislator alleged large-scale brutality, including Shetye being hidden away during the assault when a magistrate visited the facility. Congress MLC Husnabanu Khalife, who visited the Byculla jail on July 17, said inmates had testified to Shetye being beaten brutally but had not spoken about her being assaulted sexually. The female inmates said when they revolted against the jail administration after Shetye's death, jailor Chandramani Indulkar and around 25 male staff had assaulted them using mobile phone lights, and in which a female inmate fractured her hand.

Shetye, who was serving life sentence, died at JJ Hospital on June 23 after being allegedly assaulted by Byculla jail staff over a dispute about two eggs and five loaves of bread. "The dispute over the eggs seems to be a pretext. There seems to be something else behind the assault," said Khalife. She added that while Shetye was being assaulted, a Metropolitan Magistrate visited the jail, due to which she was dragged to the first floor and confined in the bathroom with a gag in her mouth.

Patil informed that a committee under the Director General of Police, Praveen Dixit, is conducting an inquiry after the HC's directions. The state government will also conduct an inquiry into the allegations made by various members and will extend help to the 642 jail inmates lodged across the state's jails.
