The rape and murder of a 15-year-old girl continued to weigh on the proceedings of the legislative assembly for the second day. The Opposition, which was assured of a discussion on the issue, did not allow the question hour to happen when the day started.

"It was expected that the issue will be taken up on Monday itself. Since it was not taken, we expect that other things of the house be set aside so that discussion is taken on this one," said Radhakrishna Vikhe Patil, leader of Opposition.

Girish Bapat, parliamentary affairs minister, said that it has been the tradition of the house to take up all the adjournment motions only after question hour. The Opposition should allow that. "The issue is important and there needs to be a discussion on it first," said Walse Patil, former speaker of the House.

"On Monday there was no work lined up as such. By 12.30pm we went home. It is extremely unfortunate that the incident happened and now there is no discussion on it," said Prithviraj Chavan.

Speaker Haribhau Bagde said that no business is taken up after giving condolence messages to former members of the House. Chief minister Devendra Fadnavis said that the rule under which the discussion is sought allows for adjournment later during the day and discussion only for 15 minutes. However, the House had to be adjourned after protest from Opposition for 15 minutes. When it resumed, it was again adjourned till the time question hour was over.
