Lokayukta dissatisfied with inaction in 642 cases

The office of the Lokayukta, in an RTI reply, stated that they have written to the Governor informing him of no satisfactory action taken by competent authority in those cases

Competent authorities in the state have not taken satisfactory action or ignored 642 orders in the last three years which Lokayukta had recommended. Though recommendatory, competent authorities are expected to act on the orders. The office of the Lokayukta, in an RTI reply, stated that they have written to the Governor informing him of no satisfactory action taken by competent authority in those cases.

The information was provided to applicant Jeetendra Ghadge, who, in his application to the Lokayukta office had sought details from January 2015 onwards for both Lokayukta and Upa Lokayukta office. In his application, he sought details of complaints made, cases closed, action recommended by Lokayukta, cases in which Lokayukta was not satisfied with the action taken, and also special reports of it sent to the Governor. He also sought details of disciplinary action taken against government officers.

As per information provided, the number of complaints have increased in the last two years. From 5,200 in 2015, it increased to 5,850 in 2016. In 2017, the complaints were 2,427 till May-end. As of July, the total pending complaints stood at 3,773. The number of complaints pending in any given year do not indicate that they are of that year itself and could be from the backlog, said officials.

The number of complaints closed or discarded for being vague or for other reasons, reduced over the last three years. From 831 in 2015, it dropped to 582 and stood at 307 in 2017.

While in 2015, there was no action recommended by Lokayukta due to the post being vacant, number of complaints increased to 112 in 2016 and 46 in 2017 up to May. "Others are either being heard or the grievances have been resolved, but no action was taken," said V Borade, public information officer (PIO) in the case.

The number of times action was taken by departments was 44 in 2015, 10 in 2016 and 90 in 2017. "Action taken could be of the previous year reflected in that year," said Borade. Strangely, the Lokayukta office did not compile information on disciplinary action taken on the government servants. ML Tahaliyani, the Lokayukta, did not respond to DNA when asked why such information was not part of the records.

"The Lokayukta does not seem to be giving enough to citizens. A new and tougher Act should be enacted. Unfortunately, those who wanted a tough law are also silent," said Ghadge.
