Loan waiver: NCP alleges scam in alloting contract

Alleging a scam in the allocation of the contract for filling up the online applications for the loan waiver, Swabhimani Party and the NCP on Thursday claimed that Principal Secretary (IT) Vijay Kumar Gautam and one of Chief Minister's OSDs Kaustubh Dhavse had a hand in it.

However, Gautam and the Chief Minister's office have both clarified that the allegations are baseless and that contracts were awarded through due procedure in a transparent manner.

Speaking to media persons, farmer leader and Swabhimani Party Lok Sabha MP Raju Shetti on Thursday afternoon levelled allegations that an IT firm Innowave was awarded the contract for this work despite the fact that the services of Maharashtra IT Corporation Limited were available.

Questioning why a private firm was required when there was a government firm available, Shetti said that he would be writing a letter to the Chief Minister seeking an inquiry into the scam running up to Rs 20 crore.

NCP spokesperson Nawab Malik supported the allegations made by Shetti, alleging a scam in allocating the contract for online registration for the loan waiver. Malik questioned as to whether tenders were floated while awarding this contract and said the chief minister should come clean on this issue since his own OSD is allegedly involved.

Ridiculing the allegations as baseless and politically motivated, Chief Minister's office has said that the loan waiver scheme is being implemented through direct benefit transfer. The CMO and IT secretary Gautam have stated that the high power committee under Chief Secretary Sumit Malik had gone through the process of RFP (Request for Proposal) after which the open tenders were floated. The contract, according to CMO, was awarded to lowest bidder of the tender process and since online loan waiver was included in to direct benefit transfer, the company got this work and there is no separate or additional charge paid for the same.
