Letters of allotment from government agencies must be e-registered

Registration for properties will be computerised linking it to biometric authentication through Aadhaar numbers.

The Department of Registration and stamps is planning to make it mandatory for letters of allotment from government agencies like Maharashtra Housing and Area Development Authority (MHADA), Maharashtra Industrial Development Corporation (MIDC) and City and Industrial Development Corporation (CIDCO) to be e-registered.

"We are planning to make it compulsory for MHADA, CIDCO and MIDC allotment letters to be e-registered," Dr Ramaswami N, Inspector General of registration and controller of stamps, told dna. He added that the revenue department has written to these corporations about it.

The electronic registration, which is linked to biometric authentication through Aadhaar numbers, can be done at empanelled service providers. Officials say that this Aadhaar-based e-registration will help people file documents at their convenience, do away with the necessity of coming to government offices and being fleeced by agents and middlemen charging hefty fees. However, this may inconvenience people who do not hold Aadhaar cards or are unaware about the facility.

At present, the department has allowed e-registration for a limited range of documents like leave and license, notice of intimation of mortgage and for first sale of flats (for projects which have over 500 such units). It is treading cautiously on including more documents like sale and purchase – which involve transfer of rights – in the ambit of e-registration. Ramaswami said they were evaluating the pros and cons of allowing e-registration of documents like mortgage.

"We have touched around 16,000 to 17,000 documents per month in e-registration, but we want to fulfill the target of ensuring that at least 50% of registrations happen through the e-registration route," he added, stating that Mumbai had touched 60% in terms of e-registration as a percentage of total documents registered.

The number of e-registrations of leave and licence agreements and first sale of flats has risen from just 3326 in 2014 to 35403 in 2015. In 2016, the number of documents registered through this route in cities like Mumbai, Pune, Nashik, Aurangabad, Nagpur and Thane and stands at 142400 as on Thursday.

The department will also launch model help centres to serve as help desks in offices in Mumbai, Pune and Thane for facilitating e-payment and data entry of documents to serve as a facility for people coming to sub-registrar offices for registration. It also aims at eliminating middlemen from the process.

The department began computerisation of the registration process in 2002 by introducing the 'Sarita' software. In 2012, it brought in the advanced 'iSarita' which provided facilities like online booking of slots, payments and e-search.
