Castigating the state government over poor implementation of schemes meant for alleviating malnutrition in children, a state legislature committee has pointed to the high prevalence of malnutrition in Mumbai and Amravati.

"Malnutrition among children is a very serious, important and burning issue for the state," noted the report of the Public Accounts Committee (PAC) which is headed by senior Congress legislator from Gondia, Gopaldas Agarwal. The report, which was submitted to the state legislature on Tuesday, said Maharashtra ranked number five in malnutrition.

"The government has prepared various schemes to tackle this and it also gives a huge outlay of funds on priority. However, despite this, the malnutrition in the state has not reduced, which is not a matter of glory," the report said.

"Migration is a reason for the rise or fall (in malnutrition). But absence of a good diet, government oversight, effective implementation of schemes, medical facilities, presence of government officials and their supervision, quality of food are equally responsible for malnutrition," it added.

The PAC noted that lack of strong regulation and oversight on these schemes ensured that the real beneficiaries were the government machinery and contractors instead of those for whom they were intended.

"The roots of the problem lie not in these schemes but in their implementation," the report said, while suggesting measures like a mobile laboratory to check the quality of food given to children, special care about the quality and quantity of the diet and provision of medical facilities. It noted that the government was making repeated changes to the diet given to these children.

The committee said the malnutrition in Mumbai was high due to the migration into the metropolis and because there was little control over the local self-help groups which provided food to the anganwadis.
