In the Tulinj area of Palghar district, anti-social elements brazenly carry out their illegal activities — right from exploiting sand resources to raising illegal constructions — with no fear of the law. The reason: they have full support of the local policemen and blessings of the senior police officials.

With policemen turning a blind eye, the jurisdiction of Tulinj police station is virtually a free-for-all for illegal activities. Kiran Kabadi — known for serving in the Naxal-affected region and Nashik police cyber cell — managed to get a transfer in the Palghar police department and subsequently became the incharge of the Tulinj police.

Known to boast about this contacts with ministers, politicians and bureaucrats, Kabadi is in the good books of his senior, the Superintendent of Police for Palghar, Sharda Raut. According to sources, many builders and sand mafia operators have police officials in Tulinj on their pay roll.

Kabadi was also involved in an encounter with criminal Vishwanath Katari. The latter was gunned down in "self defence" in 2009 at Nashik.

"Do you think the police will allow us to take our sand inside the city if we don't pay them enough. Not only them, but we also pay the state officials to transport sand across the city," boasted a sand supplier from Virar.

With regions like Santosh Bhuvan, Ostwal Nagari, Gala Nagar, Bharat Pendhari Nagar, Alkapuri in the Tulinj police jurisdiction, the land sharks from the region have encroached upon land and are developing illegal projects.

"We have to pay them so that they do not provide the police force for razing the building. Apart from this we have to settle the matter amicably and have to visit the police station," said Radhe Dubey, a builder from Moregaon, adding that money matters the most in Tulinj.

"Cases of rape and thefts are also not taken seriously and the officials are known to take money to let go off the offenders by filing a wrong report in the court," he added.

Sources reveal that Raut and the additional superintendent of police (Vasai division) Shrikrishna Kokate have allegedly given a free run to Kabadi. "Do you think a junior officer can run rackets without the knowledge of his seniors? Only a proper inquiry will expose the extent of total wrongdoings prevailing right under the nose of the state's top police officers in Mumbai," said a renowned advocate from the region.
