Former top cop of Mumbai Police, Julio Ribeiro has filed a public interest litigation (PIL) in the Bombay High Court, seeking setting up of a judicial commission to conduct a judicial inquiry to fix accountability of public and private persons, responsible for the fire at two pubs in Kamala Mills Compound last month.

Ribeiro, 89-years-old retired officer, in his plea has also sought the formation of a special investigation team, headed by a police officer not below the rank of an Additional Commissioner of Police, to thoroughly investigate the alleged criminal offence, in which few people have been arrested on charges of culpable homicide not amounting to murder.

“I am deeply aggrieved by the willful, negligent and neglectful attitude of the officials and owners of the pubs. In the fire that took place at 1 Above and Mojo bistro, a total of 14 people were killed and 50 were injured," Mr Ribeiro said in his plea.

“The Petitioner after going through these newspapers and articles was shocked, anguished and surprised at the glaring negligence and deliberate omissions by the public officers/servants in compliance of the various fire safety norms laid down under various acts and issued by appropriate authorities thereby causing death of 14 innocent people,” the PIL, filed through Advocate Sujay Kantawala and Advocate Ashish Mehta, says.

The PIL also seeks directions to Chief Fire Officer to carry out a fire safety audit of each and every eatery/restaurant/lounge/bar/pub/Restro-bar or any place which has been issued an eating license to serve food/beverage/alcohol etc, within the jurisdiction of the Brihanmumbai Municipal Corporation (BMC).

The PIL is likely to come up for hearing before a bench headed by Justice R M Borde on January 15.
