The Mumbai fire brigade, in a scathing report to BMC commissioner, said when the fire broke out at Mojo's Bistro and 1 Above restaurants in Kamala Mills, no one from either restaurant's management, staff or security personnel intimated the fire brigade control room, which delayed the fire rescue operation. The first information about the fire was passed on by a security guard of the mill.

The damning report, presented to Municipal Commissioner Ajoy Mehta on Friday, also said the fire was caused after flying embers from barbeque grill came in contact with the combustible material of the curtains in Mojo's Bistro. The fire rapidly spread to 1 Above restaurant's highly combustible thatched roof, erected without permission.

The fire brigade has blamed both restaurants for storing large quantities of unwanted combustible materials — plywood, partition sheets, cloth material and furniture. It pointed out that partial and full coverage of the terrace, using bamboo frames, tarpaulin sheet/nylon sheets and cloth, helped the spread of fire. The wind made it worse, it said.

Incidentally, both restaurants have failed to produce any permission for the temporary roofs on their terrace.

"The no-objection certificate issued by the Chief Fire Officer (CFO) to Mojo's Bistro and 1Above stands revoked due to non-compliance of fire safety measures. Nominated officer, under the Maharashtra Fire Prevention and Life Safety Measures Act, has disconnected water and electricity supply of the Trade House building. The Commissioner of Police will further examine any other criminal offences that are liable to be lodged,'' the fire brigade said in its report.

The fire brigade also found large stock of liquor/beer bottles and draught beer kegs stored in the premises. Smoking/hookah was permitted on the premises of both restaurants, with plentiful stock of charcoal and barbeque grill.
Bar tenders at Mojo's Bistro restaurant put up pyrotechnics, the report said, adding that charged CO2 cylinders were found on the terrace.

"Due to high wind velocity, burning embers came in contact with the curtain cloth and flared up and spread rapidly. Due to the use of large combustible material and decorative furnishing, the fire spread rapidly. The application of fire extinguisher used by the restaurant staff could not control the fire,'' the report further added.
