Kalyan motorists complain of overcharging at pay-and-park facility

As per the contract given by the Kalyan Dombivli Municipal Corporation (KDMC), motorists have to pay Rs350 per month for two-wheelers, but they are shelling out Rs400 for using this facility.

Motorists from Kalyan have complained about overcharging at the pay-and-park facility run by contractor Ramesh Bhagwat.

As per the contract given by the Kalyan Dombivli Municipal Corporation (KDMC), motorists have to pay Rs350 per month for two-wheelers, but they are shelling out Rs400 for using this facility.

Some motorists approached the Aam Aadmi Party (AAP) youth wing, who later filed Right To Information (RTI) application and got detailed information. The contractor has been cheating people since six months by overcharging the motorists.

Ranvir Singh, an AAP volunteer who played a key role in unearthing corruption, said, "The concerned pay-and-park facility is located opposite to Deepak Hotel near Kalyan railway station and the KDMC has given the contract to Bhagwat. As per the contract, he should have charged Rs350 for a month parking, but his men are charging more and shockingly issuing receipt of payment as a proof to the motorists to make it look genuine."

People also allege that "KDMC has appointed inspectors to keep a tab on such malpractices, but for past many years no such inspection has been done by the KDMC".

Motorists have demanded an inquiry in the irregularity and want the contractor to be blacklisted. Some have even gone to the extent of saying, "It is unbelievable that things are happening right under the nose of the KDMC and they are unaware. We believe officials and contractors are hand-in-glove."

Deepak Dubey, convenor of AAP Kalyan, said, "Through RTI, we have got detailed information about the contractor. He has been given contract of more than a crore and in turn he is cheating people. KDMC officials should take strict action with immediate effect. A complaint letter has also been given to the civic commissioner.

Meanwhile, civic chief E Ravindran said, "I will definitely look into this problem and do needful at the earliest."

Motorists, AAP demand following action
* The amount charged in excess by the contractor from the public should be refunded either by the contractor or civic authorities. This money must be deposited with the consumer welfare funds or refunded to the victims
* Complaint should be investigated immediately and stringent action should be taken against: the contractor even to the extent of terminating his contract; a negative remark must be added in the service record and the annual confidential record (confidential history sheeter)
* Initiate disciplinary action against inspection officer for non-implementation of law, dereliction from duty, shielding the guilty and aiding and abetting loss of public money
* Signages should be put near pay-and-park facility highlighting the charges in bold letters
