Kala Ghoda Festival: Let the music play, say police with a rider

The organisers of the famous Kala Ghoda Arts Festival have been given a No-Objection Certificate (NOC) by the Azad Maidan police after they agreed to hold their music and dance segment out of silence zone areas between Kala Ghoda to Cross Maidan.

The organisers had moved the Bombay high court after the police refused to grant them permission to hold the 10-day festival — which begins on February 2 — on the grounds of noise pollution rules.

Government pleader Dhairyasheel Nalavade informed the court on Friday that the police will issue the necessary NOC for the use of loudspeakers for the music and dance segment of the festival.

A division bench of chief justice Mohit Shah and justice Anoop Mohta was informed that the NOC was refused due to confusion over the location of the event. As the organisers decided to hold it in Cross Maidan, which is not a silence zone like the Kala Ghoda area, the police will have no issues granting them the permission.

The Kala Ghoda Association, which has been organising the annual art and culture festival for the last 11 years, approached the court on Friday after the senior police inspector of Azad Maidan police station orally informed it that they could not be granted an NOC.

In its petition, the association contended that the police had let them use loudspeakers till last year and had no reason not to do so this year as well.

Their petition said the festival is organised to encourage all forms of arts and has been recognised by the Union ministry for cultural affairs as one of the important art festivals in India.
