The monorail which is under the outdated Indian Tramways Act, 1886, will be done away with and be brought under the cover of the Metro Railways Act, 1978.
“In the coming years, the Mumbai monorail project will be under the Metro Railways Act, 1978 and not under the existing Indian Tramways Act, 1886,” said Ashwini Bhide, additional metropolitan commissioner, Mumbai Metropolitan Region Development Authority (MMRDA).
It is not only the Mumbai Monorail stretched of 19.54 km between Chembur – Wadala – Ghatkopar that will witness change of regulations for governance purpose, but also other monorail systems across India that are in various stages of planning.
The other cities that are planning to get monorail as a feeder service are – Chennai, Kozhikode, Thiruvananthapuram, Kolkata, Delhi, Bangalore, Navi Mumbai, Ahmedabad, Pune, etc.
The change in the legislation will be to bring metro and monorails under a common set of rules for better governance purposes like ticketing, safety regulations, operations and maintenance, etc.
The process of notifying the monorail transportation systems of India under the Metro legislation will begin after two years.
The prime reason behind the Maharashtra government opting to go ahead with India’s first monorail’s construction under the Indian Tramways Act was for having state’s control over the prestigious project and even to expedite the implementation of the project in Mumbai.
In fact till November 2013, the only metro rail project in India that was being constructed outside the Metro Railways (Construction of Works) Act, 1978 was the Versova – Andheri – Ghatkopar metro rail. While the Kolkata Metro in the only one under the Indian Railways. In November, the Government of India notified the 11.04 km of Mumbai Metro under the Metro Railways (Construction of Works) Act, 1978.
In 2010, the MMRDA had prepared the monorail master plan of 169 km of eight corridors beside the one that is all set for inauguration.
January 26, is the Commercial Operation Date or COD internally set by the MMRDA for the first phase of Mumbai Monorail, which is between Chembur – Wadala. But the state has begun the process to get a top dignitary from Delhi for it’s inauguration ceremony.
