IPL 2014 : Underworld sets up four-layer network

With the Indian Premier League (IPL) kicking off on Wednesday, and its first phase being played in Dubai, the bookie syndicate of the underworld has spread its well-oiled network and is ready to take on the stakes and bets worth crores of rupees. According to sources, the underworld has reportedly created a four-layered network to ensure that there is no leakage of information to the police.

Last year, during season six of IPL, the Mumbai and Delhi police swooped down on the betting syndicate and arrested several bookies. It was a body-blow to the nexus of underworld and bookies. "This time, they have decided to not take any chances," informed a source.

A team of top bookies have spread out across Dubai, Bangladesh and various parts of India. "Very few bookies will be staying in Mumbai or Delhi," the source added.

Explaining how betting takes place, a source said that there are four layers. The top layer is that of Dawood Ibrahim, his close aide Chota Shakeel and other top members of the D-gang. "Second and the most important layer is called the 'line', which is the base of the syndicate. This layer consists of big-shot hoteliers and businessmen based in Dubai. These people are believed to be close to the top layer," the source said.

"Third layer is of the main bookies who are the big bookies from India and elsewhere. And the fourth layer consists of semi-bookies who are given a particular cash-limit to play with," the source informed.

Before the start of each match, rates (favourite and non-favorite team) are given out by the top layer. "For example, if there is a match between India and Pakistan and the rates are given as 75 paise for India and 60 paise for Pakistan, it means India is favourite to win," the source explained.

"This rate is then given to the second layer or the 'line'. Who then increases the rates by one or two paise and pass it on to the third layer or the main bookies. The main bookies in turn increase the rates by another one or two paise and pass it on to the semi-bookies. The semi-bookies then increase the rates by another one or two paise and this rate is given to those who wish to place their bets," another source said.

This modus operandi ensures that at every level the bookies are able to earn money irrespective or which team wins or loses. "Khilaane waala hamesha jeet ta hai. Aur khelne waala hamesha harta hai," (One who bets always loses, while the one who accepts bets always wins), the source said.

After the match is over, depending on who has won or lost, money has to be given to the concerned person before start of the next match. "If money does not reach the bookie or to the layers above him, the person who has placed his bets will not be allowed to bet on the next match," the source said.

Most of the money is paid through hawala networks in Dubai and Malaysia, he added.
