Gone are the days where prospective flat buyers had sleepless nights fearing whether his building projects will be completed on time or not or whether the building where he is buying the apartment has an Occupancy Certificate.

All this information will now be available on Brihanmumbai Municipal Corporation's (BMC) official website. The BMC has started a transparent system called Auto DCR through which all building plans will be uploaded on the website and each stage will be open for public view.

The BMC has uploaded a total of 1.70 lakh building proposal files some of which dates back to 1954. Citizens will be able to get details of a specific building proposal in which they either wish to buy or rent a flat, by keying in either the street name, ward name, file number and get complete information about it.

From May 15, the BMC has brought the entire building proposal system online which means that from the time of proposal submission till the building completion the entire process would be online. "While on trial basis we did begin the process in May 2015, but it is only on May 15, 2016 that the entire process has been brought online. There would not be any human inference in any of the proposals and once submitted on the website it would go to the different departments in a parallel manner for clearance," said Vinod Chithore, chief engineer (DP).

The new system will introduce the smart way of building permissions by bringing uniformity, acceleration, innovation, integration, accountability and transparency. Civic official said that the approval is based on uniform interpretation of bye-laws through the system. This will speed up scrutiny process by eliminating lengthy and cumbersome computations.

Transformation of scrutiny and approval of plans through CAD and workflow technology brings in innovation in the process. Also all the stakeholders concerned in the approval process are brought together on a single platform.

The new system gives authorised roles and responsibilities which are mapped and MIS reports are generated to help track process efficiency. To bring in the transparency, subjectivity in the plan approval process is totally eliminated and clear reasons are stated for approval or rejections.

Chithore said that they are still in the process of uploading more building proposal files. "Another 50,000 plans will be uploaded soon. This would also reduce the burden on them from providing information regarding building proposals which is sought through Right to Information (RTI) by activist. Also in case someone may want details of a particular building proposal in case of litigation he or she can check it on the website," he said.
