In a first, BMC to sell homes, states draft development plan

For the first time in its history, the Brihanmumbai Municipal Corporation (BMC) will soon be able to sell off housing units in constructions carried out over an area of 2,000sqm to low income group (LIG), if the draft development plan is anything to go by. At present, only Mhada and Cidco (Navi Mumbai's planning body) can do so.

For the first time in its history, the Brihanmumbai Municipal Corporation (BMC) will soon be able to sell off housing units in constructions carried out over an area of 2,000sqm to low income group (LIG), if the draft development plan is anything to go by. At present, only Mhada and Cidco (Navi Mumbai's planning body) can do so.

The DP, which was unveiled to group leaders of all political parties on Monday, indicated that in the case of development of every plot measuring 2,000sqm or more, 10% of the developed area will be reserved for project-affected-people (PAPs) and for LIG households. The reservation can be in the form of residential housing units, shops, community work areas or industrial units on municipal commissioner Sitaram Kunte's discretion.

Like Maharashtra Housing and Area Development Authority (Mhada), the civic body will now be selling off these extra housing or business units to LIG (once the PAPs are accommodated).

As per the draft DP, the municipal commissioner may be able to allot up to 50% of the total units under inclusionary housing with a priority to PAPs. "The remaining would be allotted to LIG households on 'outright sale' following a transparent process," the draft DP states.

The draft DP also mentions that a minimum carpet area under inclusionary housing will be 27.88sqm. However, the carpet area of shops, community work places and industrial galas will be decided by the municipal commissioner.

BJP group leader Manoj Kotak said, "There are several PAPs in the state; they will be given housing or industrial units in such projects. But after accommodating the PAPs, the BMC may not have surplus units which they will be able to sell off. However, if it does, the additional income will be welcome."

Kunte, too, told dna that with such a huge number of PAPs in the city, there may not be many housing units left for the LIG. "After accommodating all the existing PAPs, whatever little vacant units we will be left with, we will sell them off."
