IITians also leave India, why stop only doctors? MARD

In August 2015, the Union ministry had decided to stop issuing a No Obligation to Return to India (NORI) certificate to doctors planning to study and stay in the US, except those aged 65 and above. MARD then challenged the order in the court and also wrote to the prime minister and the health minister to review the decision.

In a comeback to the Union health ministry's statement that they cannot afford brain drain of doctors as there is a severe shortage of medical professionals, the Maharashtra Association of Resident Doctors (MARD) has decided to file an affidavit, stating that the government spends a fortune to train IIT students as well.

The doctors said that many of these IITians and other professionals leave the country in hope of better job prospects. "Unlike us, they neither have to do any bond service, nor is there any guideline to stop that brain drain. The number of engineers leaving the country is 3-4 times higher than that of doctors," said Dr Sagar Mundada, president of Central MARD.

In August 2015, the Union ministry had decided to stop issuing a No Obligation to Return to India (NORI) certificate to doctors planning to study and stay in the US, except those aged 65 and above. MARD then challenged the order in the court and also wrote to the prime minister and the health minister to review the decision.

Opposing the MARD petition, the Union ministry submitted an affidavit to the Aurangabad bench of the High Court on Thursday, stating that India has just one doctor per 1,700 people. The affidavit further stated that the country needed 4 lakh more doctors by 2022. To meet the demand, the ministry said steps such as increasing the number of medical colleges, introducing Diplomat National Board (DNB) and stopping issuing NORI, were being taken.

"MARD strongly opposes the reply by the ministry and will fight for our basic Constitutional rights in the strongest manner possible. The present number of MBBS/MD doctors in India is around 2 lakh. Stopping 4,000 doctors from going abroad is like saving one drop in the ocean," said Mundada. "Doctors are soft targets. The number of IITians going abroad is at least 3-4 times that of doctors," he added.
