How is it that the Mumbai police, which has been compared to Scotland Yard, failed to notice a village boy who went on to build an empire of threat and power in Mumbai to satisfy his dreams and greed? This is an excerpt from the 500-page judgement of the special TADA court, which sentenced underworld gangster Abu Salem to life imprisonment for the murder of builder Pradeep Jain on Wednesday.

The judgment copy, in which the court gave its reasons for convicting and sentencing Salem and his associates in connection with 1995 murder, also severely pulled up the Mumbai police for its inefficiency in curbing the mushrooming of the underworld.

"It is unfathomable, mind boggling and very disturbing. Despite having such a committed police force, the question that must be bothering the common man is why these underworld gangs, terrorists gangs and dons are mushrooming in this cosmopolitan city which believes in peace and prosperity," said the court.

The court asked why these anti-social elements and their gangs were not nipped in the bud. "Whose baby is underworld?" asked the court.

"Mumbai police is compared with Scotland Yard police. We have witnessed the sacrifice by Hemant Karkare, Ashok Kamte, Vijay Salaskar, Dombale and others to save lives of innocent people of this town when it was attacked by terrorists on November 26, 2008. We have also witnessed the exemplary courage of Sadanand Date,Vishwas Nangre-Patil, Rajwardhan Sinha and their team to save the lives of people from Taj hotel in the 26/11 attacks," says the judgment copy. The court also praised Rakesh Maria and his team for handling the 1993 bomb blast case.
