MMRDA pulls up contractor for delaying flyover construction between Mumbai's BKC and Bandra-Worli Sea Link

The Mumbai Metropolitan Region Development Authority (MMRDA) has slapped a notice on Simplex Infrastructures, the contractor executing the construction of a flyover between Bandra Kurla Complex (BKC) and Bandra Worli Sea Link (BWSL), over alleged halt in the construction work and citing the unsatisfactory pace at which the work is being carried out, said officials from MMRDA.

According to the officials, the deadline for the completion of the flyover is July 2019 but the construction has allegedly not started. The notice sent to Simplex Infrastructures via consultants of MMRDA stated, "Your work completely stopped from January 16 and March 5, 2018 and between April 9 and April 11, 2018. MMRDA has taken these stoppages very seriously."

The notice further reads, "Also, we find you are not submitting programs. According to our program, your work is very slow on all fronts that includes piling, pile caps, pier and pier cap. The project completion date is July 2, 2019 and the present progress is far from satisfactory to achieve the end date of completion."

Simplex Infrastructures, in a statement, said, "We have sought a meeting with MMRDA to resolve all issues shortly. Together with MMRDA we are yet to determine the final value and scope as it seems to have undergone major changes." The statement added, "Also till now and recently, a lot of external agencies were yet to physically vacate critical work front and removal of under ground utilities. Apart from this one arm is falling in mangrove area which is also not cleared yet."

To this an official from MMRDA said, "There were few changes in design due to the construction of the DN Nagar-Mankhurd Metro-2B corridor but this was worked out. For the mangroves too we have applied to relevant authorities for permission of transplantation but this does not stop the contractor from working on the stretches where the right of way (ROW) is clear."

In response, Simplex Infrastructures further said, "We are already working on whatever fronts available despite all the constraints."

EASING TRAFFIC

  • The flyover is being constructed from Family Court in BKC to Bandra Reclamation.
     
  • The flyover is to decongest Kalanagar junction which sees traffic from over 12,000 vehicles.
     
  • Planning began in 2013, the contract was awarded in 2016.
