Around 800 plot owners will get alternate land parcels at Pushpak Nagar by Cidco

For generations, Mohan Naik and his ancestors used to grow paddy on the fertile three acre land at Pargaon. However, this monsoon will be the last for the family to get returns from this parcel of land.

For, from next year, the plot will undergo development for Navi Mumbai International Airport (NMIA) and his earnings may now come from rentals by leasing out apartments and shops.

Naik is the first person to get another piece of land at Pushpak Nagar near Dapoli Village against his lost cultivable farm at Pargaon. In City and Industrial Development Corporation's (Cidco) list of project-affected persons, his file is the first to get an alternative land.

"On Wednesday, we intend to give possession of 2,450 sqmt of land at Pushpak Nagar," said Vijay Patil who heads Cidco's rehabilitation and resettlement department. An agreement was signed a week ago to get a developed plot as compensation.

Like Naik, there are around 805 more plots who will also get alternate plots at Pushpak Nagar. In the last one week, 21 agreements have been inked between Cidco and villagers to get 22.5 per cent (of the current land holding) of the developed plot with a Floor Space Index of 2. Out of the 22.5 per cent, 6.75 per cent will be utilised by Cidco for development purpose like creating civic amenities. The balance of 15.75 per cent of the plot is what will be usable for individuals like Naik.

The proposed township of Pushpak Nagar is spread over 26,32,569 sqmt. Pushpak Entitlement Area as it has been demarcated as is actually Cidco's land spread over 200 hectare near Dapoli Village. The fine print has Central Park, lake, community garden or open spaces, stadium, recreational zones, religious places, educational institutes, hospital, etc.

As there's cost involved to create homes or any other structure, Naik has already come to an understanding with a local builder through a tri-party agreement to create residential-cum-commercial building of 22 floors. "In this building, 15 per cent will be commercial units and the balance 85 per cent residential. As per the agreement between the developer and myself, the share from the building will be divided into two. Half of the apartments and shops will be mine and the rest saleable for the developer," shared Naik with dna.

On the other hand, Jaydip Patil's family from Ulwe Gaothan (Village), was the first to approach Cidco to enter into a lease agreement. The agreement was signed on Thursday. Like Ulwe, there are nine more hamlets having over 3,500 homes who will not be residing in the same home where several generations grew up. Villagers from these 10 hamlets will be moved to seven different locations surrounding the NMIA.

Patil is now entitled to get rent from Cidco for the next 18 months at a rate of Rs12 per sqft. He will get the rental amount in a single installment. He will stand to get triple the size of plot on as against the plot size of his existing abode, where the FSI permissible will be 1.5. As part of the compensation package, additionally, he will also get Rs50,000 as logistics cost, one time monetary benefit of Rs1.6 lakh, Rs36,000 as (Niravh Bhatta) Subsistence Allowance and construction allowance of Rs1,000 per sqft (the area calculated for payment will be the size of existing home).

"Navi Mumbai project-affected persons had agreed after protracted negotiations for the acquisition process, subject to acceptance of a package which had two key components, that is, giving 22.5 per cent developed land and that the said developed land should be given in an area of high commercial value near the Airport. Cidco offered the only available area fulfilling such description which was at Pushpaknagar (village Dapoli). Accordingly, the layouts were prepared in the month of May 2014. The Planning was done considering land as acquired by Cidco. Lotteries for the allotment of land to the PAPs were initiated on August 15, 2014 and CIDCO started the execution of infrastructure for the layout," said V. Radha, joint managing director of Cidco. The first phase of NMIA project is scheduled for completion by mid-2019.
