To ensure ease of doing business and clearer title of land, the state government and Brihanmumbai Municipal Corporation (BMC) will ensure that transactions on property like sale and purchase are reflected automatically in the civic body's property tax records. By November-end, people will be able to make these changes online in the BMC's records with automatic, real-time changes being enabled next year.
It will do away with the need for property buyers to visit BMC, ensure transparency, reduce property-related litigation, and integrate the multiple land registers in the state like the department of registration, civic bodies and the department of land records.
A senior state revenue department official told DNA that they were working on ensuring that changes in the title of property like sale and purchase, mortgage and lease would be reflected on a real-time basis in the BMC's property tax registers at the time of registration.
"So, when a transaction like sale takes place in the sub-registrar's office, the change will come into effect automatically in the BMC's property tax records and be finalised after necessary legal formalities," he added.
Dr Sanjay Mukherjee, additional commissioner, BMC, said by November-end, they will launch a facility for people to make these changes online in the property tax records. Once the settlement commissioner and department of land records launch the software, the two systems will be integrated for real-time amendments in the property cards and municipal records, said officials.
"Any person who purchases property can go to the portal. Every property has a SAC number like a unique id, where all municipal facilities are linked. This SAC number can be filled in for property details. Online registration can be done with options to change the name and upload necessary documents," Mukherjee added. The changes will take place automatically after documents are uploaded.
At present, people have to visit BMC offices personally in a manual process which requires the approval of the deputy assessor. "This (new system) will ensure ease of doing business and transparency," stressed Mukherjee.
The revenue department official said this would ensure that people can search online for the transaction history of the property and integrate the multiple property registers in the state like land records, sub-registrar offices and municipal bodies.
"However, for this, the properties need to be mapped at a vertical level, apart from the horizontal mapping that is conducted. This is because the city survey (CTS) numbers in urban areas may have more than one buildings with multiple flats standing on them," he explained.
The existence of multiple land registers, whose data bases may not be linked with each other and thus exist in silos, leads to instances of property buyers being cheated in transactions.
The land records reform process will also ensure a gradual transition towards a conclusive land title unlike the present system where land title has presumptive value till someone disputes it or proves otherwise, and reduce property-related frauds. This will be on the lines of international standards like the Torrens title system of land title registry in Canada and Australia.
